PayPal "upgraded" (a word that brings fear to anyone using an ebaY associated company) their system, and it caused all automatic payment setups to shut down.  This upgrade and glitch happened at the end of August, but ebaY/PayPal failed to consider or fix ebaY's sellers autopay setups.  The result is that auto-payment attempts made by ebaY for payment of seller accounts, are all bouncing, and sellers are getting "your payment failed" notices.
